Lieutenant Colonel Monroe is a native of Corpus Christi, Texas. He graduated from Texas Tech University in May of 2001 with a Bachelor of Business Administration and Master of Science in Accounting and was commissioned via the Platoon Leaders program on 10 December 2004. Following completion of The Basic School and Flight School, he was designated a Naval Aviator on 27 July 2007.
First Lieutenant Monroe reported to Marine Aircraft Group (MAG) 39 at Camp Pendleton, California, in August 2007 for training in the AH-1W Super Cobra. During his initial tour, Captain Monroe deployed to Iraq with Marine Light Attack Helicopter Squadron (HMLA) 369; deployed to Japan, Thailand, and the Philippines with Marine Medium Helicopter Squadron 265 (Reinforced) on the 31st Marine Expeditionary Unit; and deployed to Afghanistan with HMLA 267 in support of Operation Enduring Freedom.
In February 2012, Captain Monroe reported to Second Battalion, Seventh Marines in Twentynine Palms, California, as a Forward Air Controller and again deployed to Afghanistan in support of Operation Enduring Freedom.
In July 2013, he returned to The Basic School in Quantico, Virginia, as a Warfighting Instructor, Staff Platoon Commander, and Company Commander of Company F. Upon completion of his duties at The Basic School, Major Monroe attended Command and Staff College, Marine Corps University, where he earned a Master of Military Studies.
Following graduation in June 2017, Major Monroe reported to MAG 24 in Kaneohe, Hawaii where he served at the MAG 24 Headquarters and HMLA 367. During this time, he completed his series conversion and was qualified in the AH-1Z Viper. In January 2019 he reported to Marine Medium Tiltrotor Squadron 363 and deployed to Australia in support of Marine Rotational Force-Darwin.
Major Monroe reported to United States Marine Corps Forces Korea in June 2020 where he served as the Marine Corps Liaison to the Seventh United States Air Force and as the Deputy Assistant Chief of Staff G-3 Operations. In June 2022, Lieutenant Colonel Monroe was assigned to United States European Command in Stuttgart, Germany, where he served in Future Operations, Deter Russia Branch.
Lieutenant Colonel Monroe’s personal decorations include the Defense Meritorious Service Medal, Meritorious Service Medal, Air Medal Strike/Flight Award with Numeral 7, Joint Service Commendation Medal (2nd Award), Navy-Marine Corps Commendation Medal (4th Award), Joint Service Achievement Medal, Navy-Marine Corps Achievement Medal, and the Combat Action Ribbon.
Lieutenant Colonel Monroe is married to the former Alicia Heili of Garden City, Kansas. They have two sons, Hank and Will.
