PROPOSED TIME-CRITICAL REMOVAL ACTION AT MUNITIONS RESPONSE PROGRAM SITE 1A AND
CERCLA AREA OF CONCERN (CAOC) 10 November 2025
The United States Department of the Navy (Navy) announces the public availability of the Action Memorandum to implement a Time-Critical Removal Action (TCRA) within an area of Munitions Response Program (MRP) Site 1a and Comprehensive Environmental Response, Compensation, and Liability Act (CERCLA) Area of Concern (CAOC) 10, located at Marine Corps Air Station (MCAS) Yuma, in Yuma, Arizona. This removal action will involve digging up and safely transporting soil with lead and polycyclic aromatic hydrocarbons (PAHs) above cleanup levels to an approved off-site disposal facility. The Action Memorandum was prepared in coordination with the Arizona Department of Environmental Quality (ADEQ) and the U.S. Environmental Protection Agency (EPA).
The 11.43-acre cleanup area is located in the southeastern part of MCAS Yuma, south of the installation’s main buildings. This area was once used as the Moving Base Range, where aerial gunners trained by firing at moving targets from moving vehicles. Past investigations found lead and five PAHs—benzo(a)anthracene, benzo(a)pyrene, benzo(b)fluoranthene, dibenzo[a,h] anthracene, and indeno(1,2,3-cd)pyrene—at levels that could pose human health risks.
The Navy will carry out this removal action to ensure that soil left behind is safe. After contaminated soil is removed, samples will be collected to confirm cleanup goals are met and to determine whether the site is safe for unlimited use and unrestricted exposure. Because part of the area may be developed in the future for residential and recreational use, meeting these cleanup goals is especially important.

The Navy will accept public comments during a 30-day period from November 10, 2025 through December 10, 2025. Catholic Requirements Catholic couples must notify their priest at least six months prior to their marriage date as required by the Catholic Church. Generally, those Catholics married in the Chapel will be active members of the Catholic Chapel. The Military Archdiocese requires those married in a military chapel to be active duty service members or dependents of active duty service members. Catholic members are required to attend premarital counseling with a Catholic Chaplain as determined by their priest. Catholic weddings officiated by non-Catholic chaplains or at non-Catholic churches without Permission for Mixed Religion or Dispensation for Disparity of Cult are considered invalid by the Catholic Church. They may not receive Holy Communion until their marriage is convalidated by a Catholic priest or Catholic Military Chaplain. Submit a Chapel Request Form at least 60 days prior to the projected event date. Requirements for Protestants and Others Attend Pre-marital Counseling sessions with the Chaplain or Clergy member of your choice. Attend P.R.E.P. (Prevention and Relationship Enhancement Program) classes offered through the MCAS Yuma Chaplain's office. Classes are scheduled for individual couples. Contact the Protestant Chaplain to make arrangements. If you plan to use a civilian clergy submit a copy of the Clergy member's ordination certificate from a DOD-recognized faith group. Submit a Chapel Request Form at least 60 days prior to the projected event date. Weddings in the Chapels What are the standards of conduct and my responsibilities for a wedding in the MCAS Yuma Chapel? No alcohol will be consumed on the Chapel premises. If the officiant suspects that either party is under the influence of alcohol he will refuse to proceed with the wedding. Active duty military members are not required to wear a uniform. It is optional. If uniforms are worn, they must be worn in accordance with standard uniform regulations. There are no special uniform exemptions for weddings. The prescribed ceremonial uniform of the season as determined by MCAS Yuma is generally the authorized uniform. Prank remarks on Groom's shoes (i.e. "Help Me") are inappropriate and not authorized. No rice, confetti, or releasing doves or balloons will be allowed either inside or outside the Chapel for your wedding. Bird seed and bubbles are acceptable alternatives. Flowers for the ceremony are your responsibility. The Chapel does not have a proper facility for storing flowers and cannot ensure safe and adequate storage of flowers prior to the ceremony. Delivery the day of the wedding is recommended. The music at your wedding is also your responsibility. Call 928-269-2371 for referrals to local keyboardists no less than 3 months prior to the wedding. If you desire to use a unity candle in your wedding, you will need to provide the center candle and 2 side candles. A candelabrum for the unity candle set is available at no charge for use during the ceremony from the chapel. Catering & Receptions No alcohol will be consumed on the Chapel premises.
